Consultancy - Sustainable public procurement expert

The OECS has partnered with the United Nations Environment Programme (UNEP) to implement a sustainable public procurement initiative in the Eastern Caribbean. The objective of this initiative is to mainstream sustainable public procurement practices in the region through knowledge dissemination, capacity building and the development of a sustainable public procurement policy, action plan and related tools, such as guidelines. 

In order to support the fulfillment of this initiative, UNEP’s Regional Office for Latin America and the Caribbean (ROLAC) is recruiting a sustainable public procurement expert to perform the following activities:

  1. Evaluate the status of public procurement systems in pilot countries (Antigua and Barbuda, Dominica and Grenada) to inform the design of a sustainable public procurement policy, action plan and guidelines oriented to the purchase of construction materials; 
  2. Develop a model sustainable public procurement policy and action plan for the OECS region;
  3. Develop sustainable public procurement guidelines and training tools; and
  4. Provide capacity building on sustainable public procurement to stakeholders.

The sustainable public procurement expert will be home-based. The expected duration of this consultancy is 7.5 months, commencing in late October 2020.
